AS IS check list for US HR implementation

Hi Experts,

I am involved in preparing a proposal for HR implementation(US Payroll). I don't have much knowledge on SAP HR implemenation side. Can any one help me by saying the functionalities involved in HR implementation? or can send me the documents & files regarding the AS-IS, TO-BE and implementation  to my id.
